Import a project tree into a target project

Pushes the full sitebuilder hierarchy (customization + layouts + templates + pages + menus + structures + forms) from a source project to a target. Per-phase counts and idempotent across re-runs via `base_post_id` (sitebuilder) and `identifier` (structures).
